How to Procure a Torrefaction Plant: An Evidence Checklist

A plant quotation is not a procurement specification. Before comparing suppliers, agree the feedstock boundary, the product you need, who owns each interface, and what evidence will prove the plant has met its acceptance criteria.

Start with the material, not the machine

A torrefaction project can look well defined because it has a daily input number and a target fuel name. That is rarely enough. “Biomass”, “RDF” and “sludge” describe families of materials. They do not tell a supplier what arrives at the gate on a wet day, what sits in storage, or what the finished material must do in the customer’s equipment.

Build the enquiry around a representative feedstock pack. It should record the source, expected variation, particle size, moisture, ash, contamination, and how the sample was taken. Heating value must carry its reporting basis. The U.S. Energy Information Administration distinguishes gross and net heat content according to whether the energy associated with water vapour is included. EIA: heat content. Record the moisture basis and calculation method in the enquiry rather than relying on an unlabeled percentage.

Write down the product decision

The next question is not “what temperature will the reactor run at?” It is “what product will the buyer accept?” A fuel for a boiler, a co-firing programme, a gasifier, or a storage-and-transport chain has different requirements. State the intended form, particle size range, allowable moisture, sampling point, and the tests the receiving party will use. If a downstream customer has a specification, attach it. Do not ask a bidder to infer it from a marketing description.

Ask each bidder to separate guaranteed values from design assumptions. A design assumption may be reasonable, but it should not quietly become an obligation after a purchase order is issued.

Interface lists are dull documents. They prevent expensive surprises. A package can be mechanically complete while still lacking a route for dust collection, a power connection, or a way to move finished fuel safely.

Ask for evidence that matches the risk

A reference using a different feedstock or product route is context, not proof. Ask what was processed, at what scale, how long the run lasted, and what the test method measured. For a gasification-linked route, feedstock quality is not a side issue: the U.S. Department of Energy’s NETL handbook identifies as-received heating value, mineral matter, moisture, sulphur and ash behaviour as relevant selection factors. Request the proposed mass and energy balance, equipment list, process-flow diagram, utilities schedule, operating philosophy, maintenance assumptions, and a plain list of exclusions. Then have the operating team read them. Procurement should not be the only function that understands the offer.

Agree acceptance before the contract is signed

Acceptance criteria should say what will be sampled, who witnesses the test, the test duration, the reporting basis, the allowed operating conditions, and what happens when the feedstock falls outside the agreed range. Set these conditions for the actual project. A borrowed number from another plant is not a specification.

The useful question for a buyer is simple: can an independent person read this package and tell whether the delivered plant met the agreed duty? If the answer is no, the clarification belongs before award, not during commissioning.

Give bidders representative feedstock data, the intended product and use, site constraints, utility conditions, emissions obligations, and the proposed acceptance tests. Ask each bidder to identify the assumptions behind its offer.
